As Client Services Manager, Patty is responsible for overseeing all “back-office” operations for Evolution of Benefits. Her ability to process and track all enrollments from start to finish with a high degree of accuracy and attention to detail is second to none. Her follow up skills have earned her a recognition award with our former broker dealer.
Patty fields inquiries from Evolution of Benefits clients regarding all facets of coverage and account activity, interfacing with the home office staff of all insurance companies to resolve any issues. She uses her strong follow-through skills to ensure that all accounts are up-to-date.
Prior to transitioning over to Evolution of Benefits, she worked as a compliance liaison at WealthPlanners. In that position, she was responsible for keeping all representatives within the rules of the broker dealer as well as FINRA. She also worked in the benefits industry with Creative Benefit Strategies.

Joe Fragale has over 30+ years of experience in the insurance and employee benefits industry. As owner of Joseph James Associates DBA Evolution of Benefits, Joe’s primary focus is to deliver the consulting expertise available to large-scale businesses to the small and mid-sized business markets. He works proactively to guide his clients through the maze of group health products, options, funding alternatives and The Affordable Care Act, helping to transform a huge expense burden into a meaningful, cost-effective and highly-valued benefit.
His “no-nonsense” down-to-earth approach and responsiveness have earned Joe the trust and respect of employers and employees alike. He also advises many of his clients about their personal wealth, including college funding, retirement planning, asset allocation and investments. Whether advising business owners about their company benefits or personal wealth, Joe strives to educate his clients and help them to make wise choices. In the area of Employee Financial Education, he is able to effectively convey the potential value and impact of an employee benefits program in Spanish as well as English.
Joe earned his B.A. in Communications at Northern Illinois University and has since done extensive graduate-level course work in the area of Public Health and Employee Assistance Programs (EAP). He is a Chartered Benefit Consultant (CBC) and Registered Representative with Cambridge Investment Research, Inc.
Joe is a past board member of a local hospital-based philanthropic entity and prior two-term school board member. When he is not busy working or volunteering, Joe enjoys gardening and most of all, spending time relaxing with his wife Patty and their family. Joe resides in Mt. Prospect, Illinois.

As an Account Coordinator, Angelica is primarily responsible for marketing any client that that uses our benefits plans. From preparing groups for their first run at a benefit plan to any group’s renewal(s), Angelica’s systematic approach to loading all plans into our software and obtaining a digital output is critical to EOB’s everyday processes. When not running our systems, Angelica will be preparing SPDs or assisting in our social media/digital marketing.
When Angelica is not working, she enjoys spending time with her daughter, relaxing with family as well as watching crime documentaries (First 48) and dancing.
As an Account Coordinator, Syliva is primarily responsible for preparing post-renewal and compliance materials that our clients receive as a deliverable. She uses her unique talent to sift and catch any ambiguities within our clients’ benefits plans. Her plan audits and quality assurance scans keep all on point. She has also joined our implementation team as a processor. Her attention to detail and follow through have added to the efficiency of our team
When not here at work Sylvia enjoys working out at the gym, trying out new restaurants and food and relaxing at home with a good movie.
